Local Initiative Program (LIP) Applications and Letters of Support
The Local Initiative Program is a state program to providing technical assistance to communities and developers who commit to work together to create affordable housing units. The LIP program allows the Department of Housing and Community Development (DHCD) to offer this assistance while allowing most decisions around financing, design, and construction to stay with the municipality. The LIP may also issue a site eligibility letter, a prerequisite for a Comprehensive Permit (otherwise known as 40B) application to the Stow Zoning Board of Appeals.
The attachments below are NOT permitting documents. Issuance of a Site Eligibility Letter by DHCD is a prerequisite to submittal of a Comprehensive Permit Application to the Zoning Board of Appeals. This is expected to occur in 2023.
