LIBRARY DIRECTOR
Randall Library, Stow Massachusetts
Randall Library, a small, friendly public library located 25 miles west of Boston in a scenic community, is seeking an energetic, hands-on director. Under the general direction of the Board of Library Trustees, the library director plans, organizes, directs, and evaluates all aspects of municipal library services in conformity with the policies established by the library Board of Trustees, the regulations of the Massachusetts Board of Library Commissioners, and the laws of the Commonwealth of Massachusetts.
The library director is responsible for collection development, hiring and supervising library personnel, budgeting and monitoring expenditures, preparing reports for the town and the Commonwealth of Massachusetts, and day-to-day overseeing of the maintenance of the library building and computers.
Randall Library is a member of the Minuteman Library Network, and the director attends network and professional meetings to keep abreast of new developments and technology.
The library trustees are beginning a campaign to renovate/remodel the existing library building. The ideal candidate would have building experience and would view this as an exciting opportunity to bring the library into the 21st century. Knowledge of web design and III software would also be a plus.
QUALIFICATIONS
Master’s degree in library science from an accredited program, knowledge of automated library systems, certification by the Commonwealth of Massachusetts Board of Library Commissioners, and five years experience.
SALARY
$48,809 to $61,012 plus a yearly “education incentive” of 8% for the MLS.

CABLE LICENSE ADVISORY COMMITTEE

Duties: The Cable Licensing Advisory Committee performs the following functions:
- Monitors the quality of the video cable system in Stow
- Monitors compliance by the cable company with its license and other laws
- Interfaces with the Massachusetts cable television department (DTE)
- Interfaces with the Stow cable provider (Comcast and Verizon)
- Serves as liaison between Stow consumers and the cable company
- Acting for the Selectmen, the Committee runs the formal selection process for a licensee, initial as well as renewal, each 10 years, and writes all applicable documents (licenses, etc.)

CONSERVATION COMMISSION

Duties: The Conservation Commission administers and enforces the Massachusetts Wetlands Protection Act and the Town of Stow Wetlands Protection Bylaw and Regulations. Reviews all proposed activity within 100 feet of a wetland resource, 200 feet of a pond, river or stream. The Commission also manages over 1,200 acres of conservation lands throughout the community.
Qualifications: Registered voter of Stow. Commitment to environmental issues or related background and willingness to acquire a working knowledge of the Wetland Protection Act Regulations and the Town of Stow Wetland Protection Bylaw & Regulations.

LIGHT POLLUTION ADVISORY SUB-COMMITTEE
(THREE MEMBERS)
Powers and Duties:
The Light Pollution Advisory Sub-Committee, a three-member committee, appointed by the Planning Board serves in an advisory capacity to the Planning Board. The Sub-Committee reviews development proposals to ensure compliance with the Zoning Bylaw and makes recommendations for lighting-related mitigation measures.
Qualifications:
Registered Voter of Stow. Applicants should have an interest in mitigation of light pollution.
Term:
Annual appointment by the Planning Board for a term to expire on May 31, 2012.

MULTI-USE TRACK ROAD COMMITTEE

Objective: To obtain and implement a design plan for a multi-use path along Track Road including connections with the Maynard Rail Trail and the White Pond Road trail in the Assabet National Wildlife Refuge.
Major Activities, in sequence:
Review public input and survey data.
Prepare bid request, obtain Selectmen approval, and receive bid response.
Submit response to Selectmen for approval and present at public meeting.
Meet with Selectmen to make go/no go decision on design contract.
If go, prepare contract and send to design firm; receive design plan with options.
Review plan with Selectmen and present at public meeting.
Selectmen decide whether to proceed with construction.
Oversee construction (assuming Selectmen approve).
In addition, the Committee will work with officials at the Assabet National Wildlife Refuge (ANWR) to improve the path surface at the north end of White Pond Road, and to obtain agreement on use of the ANWR path for biking and other recreational uses.

Interest in providing additional recreational opportunities for Stow residents.
Prior experience with rail trail projects preferred.

PLANNING BOARD MEMBER
One Member to fill an unexpired term until the next town election
Powers and Duties: The Planning Board reviews and approves the division of land under the State Subdivision Control Law (MGL. Ch. 41) and the Stow Subdivision Rules and Regulations; serves as a special permit granting authority under the State Zoning Act (MGL. Ch. 40A) and the Stow Zoning Bylaw; and guides the process of Zoning Bylaw amendments under the State Zoning Act (MGL. Ch. 40A).
Under State Law, the Board is charged with the responsibility of protecting the health, safety and welfare of Stow's residents. Guided by the General Laws of the Commonwealth of Massachusetts, the Stow Zoning Bylaw, the 2010 Stow Master Plan and citizens’ comments and concerns, the Board strives to preserve and enhance the integrity of Stow's character through the use of these regulatory tools, while safeguarding property owners' rights. The Board recommends and specifies changes to development proposals to achieve these goals. Board members and staff strive to work with both project proponents and citizens to help shape projects so as to minimize the impact to the community.
Qualifications: Registered Voter of Stow. Applicants should have an interest in all aspects of planning the preservation and use of Stow’s physical and aesthetic character, natural environment, historical and cultural resources and the “built” environment.

Duties:. Study the housing needs of Stow and provide programs to make available housing for families of low income. Have such other powers and duties as are given to local housing authorities, under Mass General Law Chapter 121B.

Term: Joint appointment by the Stow Housing Authority and the Board of Selectmen, to fill one year of an unexpired five-year term.

STOW TRANSPORTATION ADVISORY COMMITTEE
Two Members
This is a new committee.
Objective: The Transportation Advisory Committee coordinates local transportation planning efforts and makes recommendations to the Board of Selectmen on improving transportation access within and to and from the Town of Stow.
Committee members may also choose to become involved in regional transportation planning efforts; however, the focus of the committee is on local transportation issues.
Major Activities:
- Maintain active participation on the multi-town “MinuteVan” transportation team.
- Work with the MinuteVan team to implement a regional dispatch system for COA van services.
- Publicize and promote the Acton MinuteVan service in Stow (only if satellite parking in Stow does not work out).
- Explore transportation grants to offset initial capital costs and ongoing operating expenses.
- Analyze all current transportation costs (including school buses) to see if similar or more extensive services can be provided for less money.
- Implement shuttle service between Stow and the MBTA station by adding Stow to the shuttle already running in Acton.
- Work with Maynard and MART on Maynard’s regional concept.
- Meet with Natick officials to learn about their transit system. Benchmark where possible to avoid “reinventing the wheel.”
- Advise and update the Board of Selectmen periodically regarding overall progress and recommendations.

Duties: The Zoning Board of Appeals is a quasi-judicial board as established by state law and has specific duties and responsibilities including:
- Hear appeals from parties aggrieved by the decision of an administration official concerning zoning issues.
- Hear and decide applications for certain special permits as provided by the zoning bylaws.
- Hear and decide petitions to vary specific requirements of the zoning bylaws.
- Hear and decide applications for comprehensive permits.
